I sounds like a win on paper until you consider the EPA routinely defies court orders.

When it comes to the EPA a lot of things look good on paper.  Take for example a flow chart depicting U.S. governmental agencies.  It says right there the EPA is a U.S. agency and thereby must answer to both Congress and our legal system.  Neither is true.

The EPA has become its own government.
