That article is a leftist hit piece.
As I was reading, I was thinking "sure, Trump's a tool, but what about some of the substantive things he's done, like Gorsuch, executive orders, cabinet picks, etc.?" Then I got to the money quote, and the purpose behind the whole article became clear:
"Republicans got an administration that is morally small. Trump's proposed budget would require massive cuts in disease research, global development and agricultural programs -- just as a famine gathers a hideous strength. The proposed budget practices random acts of gratuitous cruelty.
The writer hates Trump because he's trying to do some conservative things, like cut the budget, that the writer doesn't like. This isn't constructive criticism to help him work better with other Republicans. The author is trying to weaken Trump politically and chop him off at the knees so he can't get any of it accomplished. And that's been a common tactic by the entire left since the election. Try to prevent anything of substance from being accomplished by ceaselessly attacking him every chance they get, under the façade of giving helpful advice in good faith.
