To be fair, the 9th occasionally gets one right. But I very much doubt they will rule in America's favor here.

All I could find so far are Twitter tweets saying the decision will be announced at 8 pm.  But I wouldn't rely on tweets from people I've never heard of. 

Why would an announcement have to wait till 8 pm?

In my experience, reading the works of Lewis Carroll will keep you closer to reality than a 9th Circus performance. And 'performance' is what 9th circut decisions invariably about. The feelgood show for the adoring masses.
