Seems to me Trump wants conflicting polls. They allow for a good game of three card Monty. Other things that come to mind are "Triangulation."
The media skips from one major 'crisis' in camp Trump, back and forth every time he tweets, takes a dump or draws a breath. In doing so, they are creating a case of media fatigue in the public. In other words, the media is unintentionally conditioning the public to not trust them as they constantly fllitter back and forth trying to ramp up the drama level to 'top' the 'crisis' that came before.
In the process, he signs an EO or the House/Senate actually manages to get something done right and there just isn't enough mindspace in the public consciousness to fixate on any one thing, but more importantly, the media is proving unable to fixate them on any one thing and hammer it home like they used to. People are rapidly burning out.
Drama is like meth. It's real intense and you need more and more of it to get off. But eventually meth burns out the receptors and leaves a shell of a person that just doesn't care anymore. It just sits and drools. If we had a real media reporting fairly and independently, this would be one hell of a problem. But as we don't have that media to begin with, "What difference, at this point, does it make?"
