You've got people soliciting a memo looking for people to sign on and agree not to carry out the diplomatic policies of the SecState and the President. How it that not undermining the country?
It's out in the open...it never was meant to be a secret.
From my understanding, it's an official channel that was designed so that career diplomats could provide their feedback up the chain. If a lot of them are signing onto this, then it's just showing that a lot of these guys don't think the EO will be beneficial to the US.
No one is working to countermand it as yet.
