There's a lot of wishful thinking from the left in that article.

Kelly is a huge advocate of securing the border.  He's spoken about that not only in the context of drugs, but during the ebola scare as well.  Anyone thinking he'll be anything other than a border hawk will be sorely disappointed.

U.S. Southern Command’s Gen. Kelly calls U.S. border insecurity, Latin America’s broken societies and ‘insatiable’ American drug use 'existential' threats to national security.

This is a typical tactic from the left.  Start a campaign saying that someone is expected to be more moderate and "reasonable" in the hope of pressuring them into actually acting that way.

Kelly is a thoughtful guy who won't support dumb ideas, but he's also a border security hawk whom the left won't be able to pressure or manipulate.
