From what I can tell, in the mid-90s, they were building an office building, skyscraper in Caracas, "The Tower (Torre) of David" as it is nicknamed, the deal got scrapped well into construction and squatters moved in. It looks like other stories say they booted the squatters out of the building, so good, it must have been dangerous. Who knows what the status is now?

http://torredavid.com/At least, Latin America is not dealing with the specter of terrorism straight up at least, the kind in the Middle East. They are almost untouched by it; save possibly some alliances that exist such as between the Shining Path (Sendero Luminoso) Peruvian Communist Guerrilas and Hezbollah. But probably not much at this time.
It doesn't look like everything was bad at that tower, maybe most things. Surely, the dangers outweighed the pluses.
