Obama requests $11.6B for Pentagon, State war funds

President Obama asked for an additional $5.8 billion for the Pentagon's war fund in a supplemental budget request to Congress on Thursday.

“While these amendments focus on funding our overseas national security efforts, our efforts here at home are equally important to fighting terrorism and protecting the American people,” Obama wrote in a letter to House Speaker Paul Ryan (R-Wis.). “For this reason, I urge the Congress to fully fund not only the international security needs outlined in this request, but also the domestic security programs included in the [Fiscal Year] 2017 Budget.”

The funding would go to the Pentagon’s Overseas Contingency Operations (OCO) fund and help pay for the fight against the Islamic State in Iraq and Syria (ISIS) and the war in Afghanistan.

USAID has nothing to do with the Pentagon or national defense. So why does this article lump both requests for increases together and call them defense related?
