Evidently there are reasonably safe ways to pry them off the rocks and relocate them that would take a minimal of training.

Bureaucratic power-mongering idiocies and egos, it sounds to me like.

Not the first time such has caused more hurt than help, as long as they exist, it won't be the last. If the organisms were not going to survive anyway, at least eat the darned things. They could be cooked and canned over an open fire, even.

INDEED. I greatly agree.

I think the comment that left alone they'd crawl back into the water was largely stupid--particularly for those not within a 6-12 inches of the water.

The ones imbricated on a vertical face two meters up from the water and several feet away aren't going to 'just crawl back in'. Maybe after the smell goes away someone can gather up the shells and use them...
