Over many years, the Congress has given away their power (especially heinous as they were originally to be the people's and the several States' collective voices) to the Executive and partially to the Courts.
Congress merely holds "hearings" that rarely result in any action being taken. They have ceded their legislative duties to the nameless, faceless bureaucrats in the countless Executive branch agencies. They have even permitted these agencies to create their own judiciary branches within the numerous Administrative Law courts.
A career in Congress is about representing We The People for a scant few, mainly it is pursued as a vehicle for self enrichment and quenching the thirst for power, both while in office and in the post-office lobbying career.
