Yep. And Baltimore manages to look that way without missile strikes, without artillery bombardments or aircraft delivered weapons, without enemy assaults, in a city where the public services are allegedly intact and uninterrupted by shelling.
I would wager, when this is over, the Ukraine will clean up the mess others have made of their cities and towns and put them right.
By contrast, Baltimore will not.
