Gain of Function experimentation is what the Wuhan lab in China was doing with coronaviruses, including covid-19.  GoF experimentation is extremely risky, and the U.S. had more or less made it illegal, but sometime before Trump became president, the government allowed itself to fund GoF experimentation in other countries, like China.

The implication is that Obama did so because that increased the risks of a pathogen release during Trump's presidency.

@sneakypete It means they could start inventing new viruses in the labs again just a few days before Trump took office. Before that, in 2014 in the US, Obama had shut down that sort of research here, and it was moved to China (and maybe elsewhere, too).

I think you are giving Obomber more credit than he deserves. He just ain't that bright.

He IS,that selfish,however. I can see him accepting cash  in exchange for allowing the Chinese to develop bio-weapons,though.

And never even once giving ANY thought to the possibility of he or anyone in his family becoming a victim of that research. Sickness and death are for other people,not the anointed.

and tinkertoys, driftwood if the shape was right, rubber knives...but mom's feet just said 'no' to Legos...(as much as I like them, it was a painful lesson I learned later)
