"One might reasonably suspect that this decision is conveniently being put off until after the November elections."....

Taxes.  Liberals can't tax taxes, for it woud reduce the supply of taxes.

I think about all that is left is the 'pass gas tax' and the Libs feel it would tax liberals unfairly
