Democratic presidential candidate Hillary Clinton on Monday called for an additional 4 percent tax on people making more than $5 million per year.

Clinton called the tax a “fair share surcharge” that would make sure wealthier taxpayers pay higher tax rates.

“This surcharge is a direct way to ensure that effective rates rise for taxpayers who are avoiding paying their fair share, and that the richest Americans pay an effective rate higher than middle-class families,” a Clinton campaign aide said.

The surcharge, which Clinton unveiled at an organizing event in Iowa Monday afternoon, would raise more than $150 billion over 10 years, the aide said, and is part of Clinton's plan to build on the principle of the "Buffett Rule" to raise the effective tax rates of the rich.

The Buffett Rule, named after philanthropist billionaire Warren Buffett, would ensure that those making more than $1 million pay at least 30 percent of their incomes in taxes.

Clinton intends to release more proposals that would increase the amount of taxes paid by the wealthy later this week, the aide said.

The former secretary of State also plans to release more proposals that would provide tax relief to the middle class. She has already proposed tax credits for excessive healthcare costs and for family members caring for ailing parents and grandparents.

The campaign of Sen. Bernie Sanders (I-Vt.), Clinton's main rival for the Democratic presidential nomination, criticized the proposal. Sanders spokesman Michael Briggs called the proposal "too little too late."
"In fact, it would raise less than half of what we need just to pay for paid family and medical leave," Briggs said. "We need real tax reform which demands that Wall Street, corporate America and the top 2 percent start paying their fair share.”

To be in the top 2%, you need an average annual income of $340,000, not $5 million.

That includes a lot of small businesses and sole proprietorships that file as Sub "S" corporations.

Oh, and by the way, Madame Clinton: the top 2% already pay over half of all income taxes, more than the other 98%, combined.

And yet, they're still not paying their "fair share", according to you and Brother Bernie.

But, hey: we could still squeeze another $15 billion out of those tightfisted little plutocrats, every one of which you paint as looking like Mr. Potter from "It's a Wonderful Life", right?

The Federal budget is now about $3.8 trillion, so just think about it: another $15 billion would fund the government for..... wait for it..... 34.5 hours.

And of course, those rich bastards wouldn't dream of altering their behavior or financial planning to save that money, now would they? Don't be silly. Only wretched free-market capitalists would disagree with the Settled Science of Keynesianism.

I'm surprised she didn't call for a 14.25% or greater tax on the rich so she can outflank her competitors to the left of her on the issue.

I just got a giggle at her cut off point of $5 million per year. She earns about $4.5 mil per year, IIRC.

As you know NOT all that hard to hide money offshore? What happened to the exposures of all people who had 50K or more in offshore accounts. BARRY said he would expose this and publish NAMES  but forgot that most in GOV'T have accounts offshore. Not a hard game to get into??
