Even if this got passed by some miracle, which we all know will never happen, it would make no difference to Obama.
Since Obama does not obey any laws, including those he himself created, even if it were to pass by override Obama would simply ignore it anyway.
We are still working by the antiquated assumption that Obama gives a damn about 'law', rules, Constitution, agreements, tradition, mutual respect, Congress, etc.
He does not care about any of that. He does whatever he wants to do without regard to any constraint other than his own desires.
Congress can make any 'Law' they want to. Obama will just laugh and ignore it. Just like he always has. Just like he did with the Gitmo swap, and several other instances where his actions have been ruled illegal. He doesn't care. Congress and SCOTUS are a joke to him. And, based on what he has gotten away with in his term, he is right.
