Here are numbers that should send shivers up Parisians spines.   France's population is 10% Muslim. If 90% of have no violent intentions, that still leaves somewhere around 500,000 potential jihadist.

The entire country is pretty much a gun free zone.

 To own a .22 target pistol there you have to have a license, and psyche evaluation every 3 years, as well as notifying the local authorities.

Except they wouldn't have tried this 15 years ago.  With the massive numbers of Muslims infiltrating the EU, inevitably there will be among them men who don't care about their own lives.  They know they'll be dead in a few hours but they are so radicalized they want to take as many with them as they can.
