She did win, she won the moment they decided to have a committee and have her testify. Congress is so far beyond irrelevant in America you can't even see relevancy from where they are.  America is an Imperial cult of personality nation - controlled by a majority that has learned you can vote yourself power and money taken from the stupid minority by electing your personality-figure to the imperial office.  Unless the stupid minority actually revolts, or the majority makes a serious mistake by pissing off terminally one of its consticuencies, that is how it will remain, locked in and headed toward true totalitarianism.
