Eric Fanning greets Col. Dan Dant, 460th Space Wing commander, on June 4, 2013, at Buckley Air Force Base, Colo. At the time, Fanning was the acting secretary of the Air Force. (Senior Airman Marcy Glass/U.S. Air Force)

President Obama, in a historic first for the Pentagon, has chosen to nominate Eric Fanning to lead the Army, a move that would make him the first openly gay civilian secretary of one of the military services.

Fanning’s nomination is the latest in a series of actions taken by the administration to advance the rights of gays and lesbians throughout the federal government. The Obama administration has overhauled internal policies to provide benefits to same-sex partners, appointed gay men and lesbians to the executive branch and the federal bench and ended the 18-year ban on gays serving openly in the military.

Fanning, who must still be confirmed by the Senate, has been a specialist on defense and national security issues for more than 25 years in Congress and the Pentagon. As Army secretary, he would be partnered with Gen. Mark Milley, who took over as the Army’s top general in August. Together the two men would assume responsibility for the Pentagon’s largest and most troubled service.

“Eric brings many years of proven experience and exceptional leadership to this new role,” Obama said in a statement. “I look forward to working with Eric to keep our Army the very best in the world.”

The Army, which swelled to about 570,000 active duty troops, has shed about 80,0000 soldiers from its ranks in recent years and plans to cut 40,000 more over the next few years. Those planned cuts would shrink the service to its smallest size of the post-World War II era.

Battered by the wars in Iraq and Afghanistan, the Army has had to deal with a spike in suicides as the wars drew to an end and has struggled at times to provide the war wounded with the care they need to heal.

Recently, the Army’s outgoing top officer, Gen. Ray Odierno, said that tight budgets and the ongoing strain of 14 years of war had badly degraded the Army’s readiness to fight and that only one-third of its brigades were prepared to deploy to a war zone, the lowest readiness rate in decades.

Fanning’s role as Army secretary would give him influence over the generals the Army selects to rebuild the service after a long stretch of counterinsurgency wars in which soldiers dismounted from their tanks and armored vehicles and found themselves leading foot patrols through remote villages.

Fanning has served at senior levels in both the Air Force and the Navy, where he oversaw the development of major weapons programs. He has been acting undersecretary of the Army since June 2015.

Fanning would play a key role in helping the Army, which has struggled to field new combat systems amid the strain of fighting two wars, to upgrade aging tanks, armored personnel carriers and helicopters. Since 2000, the Army has been forced to cancel virtually all of its major new weapons programs because they ran over budget or didn’t perform as expected.

New equipment for the wars in Iraq and Afghanistan, like special armored vehicles designed to resist blasts from roadside bombs, had to be developed outside of the traditional procurement channels.

“Eric is taking over at a critical time for the Army,” said Rudy deLeon, who was the deputy secretary of defense during the Clinton administration. “The Army is still living off equipment from the Reagan years. . . . Eric knows what works and what doesn’t work in the Pentagon.”

On "conservative" forums there will be no discussion of his 25 years professional service, regarding the military.

Only his sexual preference will matter to them.

Don't even begin to tell me that Obama does not do these things intentionally and openly as an affront to the institutions he hates.

A sexual preference he deliberately lied to the Armed Forces about when he enlisted. Remember, Bradley Manning was part of the same movement, and now they call him Chelsea.

And I suppose it's a mere coincidence that it's a Friday news dump announcement, huh?

Who heads the Air Force?  Some woman who has never sat in a cockpit of an aircraft?   And a lesbian to boot?

Deliberate appointments to flip the bird to the military.

We had better get used to the fact that Obama is going to shoot us the finger at every opportunity for the next year and four months because that is what he is going to do!

I'm tired of groups that represents <2% of the human population wearing their sexuality on their sleeves.

It seems every news story today begins with "The first openly gay (       )" fill in the blank. Train conductor, lumberjack, car wash attendant, police officer, floral designer (oh, wait. That goes without saying).

Who gives a flying fig?

I prefer the days when people kept their sex habits to themselves.

One other thing that makes me angry. The Left (i.e. Democrats) know full well this is a majority Christian nation. And that most of us live lives based on Christian doctrine and biblical values --love the sinner but hate the sin.

Why won't they accommodate our sensibilities? Why must the public be subjected to gay pride parades with in your face displays of lewd behavior, public nudity and obscenity aimed at us?

I'm sick of it. Keep it in your bedrooms and in your pants, you jerks!

Rant off.

Related rant, if I may?

Why do some of these idiots define themselves by what they stick where? Ain't they got anything more interesting or worthy about themselves to be proud of? They are worse than bloody vegans! I don't give a damn if they stick it in a man, woman, or light socket. It's their sin or electric bill, not mine.

Now - as to the subject of the thread - what's his service record. Where's he been, what and who and when has he commanded? Who were his mentors? Is he the most qualified person for the job? Like it or not, the Worm gets the same right to pick his staff as actual Presidents do - so look hard at that. Appointing a homosexual is a poke in the eye to conservatives. Appointing an incompetent deliberately is a much different kettle of fish.

Very good, EC. You're absolutely right. Make that the salient point: his record, qualifications, distinctions (beyond his sex habits).

Making his sexuality part of the lead makes him sound like an affirmative-action appointment and shows us that this is actually an agenda-driven appointment.

Barack Hussein Obama is insufferable.

YES! Why do we even need to know how he rolls? Keep it to yourself bud and keep you damned hands off me and mine and we'll be fine!

Right, had a quick look at him.

Always been a civvie, no service history.

BA in History from Dartmouth in 1990, age 22. No further education.

Think tanker/ lobbyist, staffer on the House Armed Services Committee, Associate Director of Political Affairs (White House).

Now comes the interesting bits.

Undersecretary of the Airforce - confirmed 18th Apr, 2013. Became Acting Sec. AF on Donley's resignation two months later.

Chief of Staff - DoD. Responsible for Carter's transition.

Appointed Acting Undersecretary of the Army - 30th June, 2015. Awaiting confirmation by Senate as Sec. Army.

Also, member of the Gay & Lesbian Victory Fund from 2004 - 2007.

That record does not fill one with confidence. He's a hit man. Now we can bitch about him as a swipe at the military and the people by the Worm with a clear conscience.

Wow. Thanks for doing the research, EC. An agenda appointment. Gotta wonder how many talented, capable career soldiers were skipped over.

It would be impossible for me to think any less of Barack Hussein Obama. Got to give it to him though, he knows how to win in politics. Somewhere in the nether regions Saul Alinsky is smiling.

His potted bio rang some bells (plus I vaguely remembered his name.)

No one goes from assistant to acting secretary twice in two wildly separate branches. Acting Secretaries are a pretty much automatic Senate confirmation to take the full time slot unless there is a change in the Presidency itself.

He's also spent some time in Dept of Navy - so he's probably set up as Carter's replacement if/when Carter falls on his sword.
