California has no contingency plan for a persistent drought like this one (let alone a 20-plus-year mega-drought), except, apparently, staying in emergency mode and praying for rain ...

It is very serious. And yet here on the coast of Orange County, there is opposition by "environmentalists" to a desalinization plant, using proven technology.

In the past these same "environmentalist" groups have made outrageous claims, which later prove to be entirely false.

Recall a story from a couple of years ago in California.

The gist of it was a couple decided to not use so much water - being environmentally conscious and all. Took out the lawn and did a rather pretty dry garden in the front of the house. Nice job, anyone would be impressed by it.

They got huge fines from both the city and the HOA.

From here on the ground, in the area, I can verify that one method of conserving water is artificial grass, and the products are surprisingly realistic looking.

They are, but the emphasis is on "looking" - they still look a little "off" when set next to a real lawn.  There's a house on the next block over that has artificial grass instead of a lawn, and it just looks odd because it looks almost, but not quite, like real grass.
