I would support a plan, strategy (call it what you like) of calling all muslims heads of state to a meeting. We would simply declare that terrorism must stop, and it was entirely their job to stop it now. We would lay down specifics of how they had in any manner encouraged or turned a blind eye to terrorism in the past.
If they could not or would not, then it would become necessary for a World alliance to do so for them.
It follows that there will be innocent civilians casualties. That is a cost to any society which allows itself to become governed by evil thugs, whether it be Germany, Japan or Iraq/Syria/Afghanistan.
