Conventional Wisdom: Brownback is Finished

By Eliana Johnson
November 3, 2014 2:07 PM

There are a lot of murmurs among top Republicans that Sam Brownback, Kansas’ Republican governor, is finished. He’s trailed in four of the last six polls, and a top Republican operative tells me that even the Republican Governors Association has thrown in the towel on the race. Two top Republican pollsters say he’s likely to lose.

Brownback, who was known chiefly as a social conservative during his two terms in the Senate, has focused primarily on fiscal issues during his four years as governor: He cut the personal income-tax rate by almost half and exempted income earned by sole proprietors from state income taxes entirely, something that had never been tried before. To implement this agenda in moderate Kansas, he made a move that, if he loses tomorrow, many will point to as a turning point that sewed the seeds of his demise.

With the help of outside donors, Brownback successfully went after moderates in his own party, and he largely succeed in defeating them in primary races two years ago. Brownback’s tax cuts were the subject of major disputes; the moderate republicans said they were too severe, and they accused Brownback of signing them into law in May of 2012 through an act of legislative legerdemain. The same year, the moderate Republican faction in the legislative managed to block several other initiatives Brownback had championed.

In the November midterms, with money from Americans for Prosperity and other free-market groups, Brownback got revenge when he helped to oust seven of the moderate legislators in their primary races. While he may have cleared the way for his legislative agenda, he also created enemies: Several of the defeated lawmakers went on to join “Republicans for Davis,” a group of Kansas Republicans that joined to back Paul Davis, the Democratic house minority leader and Brownback’s opponent in this race. Many members of the group have backed Democrats in previous elections, it was also buoyed by addition of enemies newly-created by the governor. Legislators who came under assault and managed to survive became Brownback’s sworn enemies in the state house.

A victory in Kansas will cheer Democrats on what may otherwise be a depressing day for their party. Brownback’s experiment in something like pure conservative governance will be held up as a failure widely applicable; on the Republican side, its meaning will be much analyzed.

As President Obama might say, in Kansas, the perfect may have been the enemy of the good.

Well if Eliana's political sense is as sharp as her vocabulary, Ol' Sam has nothing to worry about...

Her political sense is just fine. Brownback alienated many Republicans in Kansas, which is why he's having so much difficulty.  He'll lose, and that will be the end of a promising career.

He cut taxes too drastically. Then he decided, in order to make up the revenue, to cut education as well.  He miscalculated and will now have to pay the price.

Eliana Johnson has it exactly right.  The tax cut was merely a tax shift from income tax to property tax.  I told my State Senator that Brownback was done two years ago and showed him the property tax statements from the past 4 years and the changes.  Brownback has no one to blame but himself because he over-reached with the "my way or the hiway" mentality.  But I think this problem for Brownback may actually help Roberts as many Republicans that will vote for Davis will feel that they can't totally abandon their party and vote for Roberts.  There is a great feeling here in Kansas that people feel that the establishment GOP needs to be punished.  I voted early and voted for Brownback but it was without any positive feeling for Sam.  I couldn't vote for the demorat ticket as it had the name Docking on it! :nono:

I think Brownback will lose by 5% but Roberts will squeek out a win.

Hmmmm...... lemmmeeessseeee here....

I thought conservatives and Republicans were for CUTTING taxes?

The greater the cuts, the better?

I have no problems with that.
Cut them -- cut them all!

And I thought conservatives and Republicans were supposed to be AGAINST wasteful spending in government bureaucracies, including the educational establishment.

Well --- Brownback CUT education spending, did he not?

Well, as a conservative, I say, "good for him!"
And... while you're at it, why don't you cut them SOME MORE ???

But I guess conservatives and Republicans ain't supposed to say such things no mo' .... eh ???

I agree with you taxes should be cut.  But real cuts not smoke and mirror tax shifts.
No, Brownback did not cut the education spending.  Brownback shifted taxes.  School total spending under Brownback actually rose.   He cut the income tax but shifted the education burden onto the property.  End result was no tax cut, just a tax shift.
I voted for Brownback but if he loses tomorrow night I will not shed a tear for him.  As a taxpayer in Kansas he did nothing for me.

Fascinating. Alienating Republicans, if they're conservatives, especially social conservatives seems to be OK, but not when the alienated are moderates [according to the article]. Conservatives are expected to fall in line, but moderates are. apparently, not required to do the same. Fascinating.
