That is a man's body. Well, I mean it is not any man's body, it is a muscular man's body. Just look at those trapz and delts. She/He is more well built than I am.
 
It is the neckline and shoulders that gives it away. They can try to cover with that neck hugging attire, but we can still see it.
 
That guy/girl is either a dude, or the he/she should have been a dude. It looks like it could probably kick my ass, and I am a 6ft 200+ confirmed male.
 
She scares even me. I don't know what to think. This whole administration is like we elected the freakin' "Adams Family" for President. Nobody knows what the hell is going on...

She is becoming more manly. That is factual. Look at how her neck line climbs up to her ears. That does not happen on a woman. A boxer? Yes. A weight lifter? Yes. That is normal. Does this happen on a woman, a female human? Never.
 
This physique does not correspond to human female anatomy, no matter how much they work out. It simply doesn't happen to girls. You can't fake that. What I am looking at is a man. A man who is more fit as a man than I currently am.
 
If it is not a man, then she should submit itself for some kind of scientific testing, because this is really wierd.

There are only two explanations.  Probably the simplest is tthat this is a photoshop.

The other is that she is going the Chaz Bono route and in the process of transgendering. 

Nothing would surprise me anymore.  Maybe she is trying to become more attractive to Barack, and is tired of Reggie getting all of his love?
