Obama to speak at NATO [already 20 min late]

CNN Blitzer says that Obama is planning to announce TOUGH new sanctions against Russia.



Annanpour: Summit TOUGH talk is that they are going to have to take out ISIS, even if that means going into Syria.

Blitzer: Does that mean ‘boots-on-the-ground’?

Annanpour: No, not a ground invasion.

Obama re #ISIL : Need to "slowly shrink the space" they control, "take out their leadership" so "they can't do us harm."

Is it not pretty uncommon for a president to *publicly* take ground troops off the table? Other than politics, why do so?
