Today’s Continuing Resolution Passed by the House is Brilliant Politicking
By jwhitman On September 28, 2013

Today’s continuing resolution (CR) passed by the GOP conference in the House is brilliant politics, and it is also good policy. Here is the official statement from the House leadership,

Quote
WASHINGTON, DC – House Speaker John Boehner (R-OH), Majority Leader Eric Cantor (R-VA), Majority Whip Kevin McCarthy (R-CA), and GOP Conference Chair Cathy McMorris Rodgers (R-WA) released the following joint statement:

“The American people don’t want a government shut down and they don’t want ObamaCare. That’s why later today, the House will vote on two amendments to the Senate-passed continuing resolution that will keep the government open and stop as much of the president’s health care law as possible.

“The first amendment delays the president’s health care law by one year. And the second permanently repeals ObamaCare’s medical device tax that is sending jobs overseas.

“Both of these amendments will change the date of the Senate CR to December 15th. We will also vote on a measure that ensures our troops get paid, no matter what.

“We will do our job and send this bill over, and then it’s up to the Senate to pass it and stop a government shutdown.”

First, the one year delay in Obamacare is a victory for House conservatives. In addition, sending the CR to the Senate has the all important feature of requiring red-state Democrats to get on the record as either supporting Obamacare if they vote against the CR with the House amendments, or voting against their own caucus. That is not a comfortable position for them to be in.

The Obamacare delay also allows the GOP to position themselves as working to protect the American public from this bad law, both in terms of their personal finances as well as the economic situation with regard to jobs. This will be very helpful going into the 2014 election cycle.

The medical device tax is wildly unpopular with medical device manufacturing firms, many of whom are considering moving their operations overseas in order to save on costs. Eliminating this tax allows the GOP to maintain their reputation for favoring lower taxes while also protecting jobs and protecting consumers from higher prices on these devices.

Finally, if the Democrats decide to shut down the government, language in the GOP CR will allow for the military to be paid. This is of the upmost importance, of course, for our national security. Not ensuring the military gets paid would be unconscionable, and if the Senate Dems block the CR, they will essentially be doing just that.

It will be interesting to see how Senator Reid handles this bill when it passes back to the senate. We, as GOPers, need to be messaging this strategic victory in such a way that we prove that we are the responsible party and able to govern effectively.

Even beyond that, Rapunzel, as I pointed out on this thread Shutdown looms as House GOP seeks one-year ObamaCare delay, http://www.gopbriefingroom.com/index.php/topic,114711.msg461826.html#msg461826 , 16 Democrats, including such luminaries as Durbin, Franken, and Mikulski, have signed a public letter to Reid requesting that tax be delayed or removed (it hurts their constituents).
Now they get to vote on it, either with Obama, or, hello 2014.

Cruz spent a LOT of time conferring with Republicans in congress yesterday.   This passed so overwhelmingly in the congress tonight 384-37 - that one has to think the vote in the senate is going to pass it because they KNOW Obama will veto it... but if he does veto it then basically it will be Obama shutting down the government.  :2popcorn: :2popcorn: :2popcorn:
