So this isn't a rehash.
It's an update.
There are now two things worth watching.
The administration has found another way to attack the birth tourism problem, going after the machinery surrounding visa fraud, commercial birth arrangements, and the circumstances of the parents.
But Congress is moving too.
And that may be the more important development because it gets much closer to the path Justice Kavanaugh pointed toward in his opinion. If the Constitution and existing law don't give the executive branch the authority to settle the question by executive order, Congress may have another constitutional lane available to it.
That's the part I find most interesting.
The front door may be closed. But there is activity at the side door, and this time Congress is standing there too.
