In a nearly two-year investigation, the Defense Department’s Office of Inspector General substantiated claims that Donjette Gilmore belittled and humiliated subordinates and engaged in other misconduct, according to a report released Thursday.
Gilmore headed the 185-employee Naval Audit Service, which is charged with oversight of Navy and Marine Corps programs. She has held the title of auditor general of the Navy since June 2022.
It’s unclear whether she’s still in that role. The Navy did not immediately respond to questions seeking clarification about her status.
Investigators recommended that the secretary of the Navy take “appropriate action … in light of the substantiated misconduct.”

The investigation also substantiated claims that Gilmore abused her official position, used government resources and staff time for personal matters and created the appearance of favoritism toward Black women and external candidates in her hiring decisions.
One witness told investigators Gilmore took issue with two employees who were single parents because they needed time off to care for their children, telling them things like, “Nobody told you all to have kids.”
