The victim was riding her bicycle in the village of Pingree Grove when she was grabbed by an adult male, forced into a vehicle, and sexually assaulted, authorities say.
An investigation led to the arrest of 41-year-old Janio Gionel Velasquez-Muro on June 30.
Velasquez-Muro was charged with aggravated kidnapping, predatory criminal sexual assault, aggravated criminal sexual abuse, and sexual exploitation of a child.
