No, it goes back to THIS:

It's pretty obvious now that the U.S. military has atrophied to such an extent that the U.S. Navy has become strategically impotent (excluding perhaps its submarine force), and that the U.S. Army and Air Force can't defend our bases in the Middle East nor our "allies' anymore, and the Marines can't land and take small islands.

We don't have enough ships, aircraft, munitions, and troops anymore.

Period.
So you mean Austin was jumping up and down to increase military spending while he was in office?  Sorry, I did not read about that report.

Since your reference was of 1993, the other question I have for you is:  Did the 2nd Iraq war and in Afghanistan appear to suffer with an inadequately funded military, and did Biden leaving tens of billions of military equipment in Afghanistan keep our military robust?

Austin was in favor of increased spending.  He just wasn't in favor of using those funds to improve our military.

The 2nd Iraq War and Afghanistan were different animals, and (after 2003) resulted in a focus shift from conventional combat to COIN, so the funding and procurement streams were diverted to those purposes and away from sustained "theater level" kinetic operations, as the the military likes to call them.  The long and short of it is that, the U.S. industrial base has shrunk to such a level that it now takes 2-3 years to build a single Patriot missile.

Institutionalized corruption.  This is why our Defense Department is not responsive to warfare evolution.  Hand a contract to Ukraine, and they will be cranking out 20 Patriots a week while Raytheon gets buried in PO that require review by a dozen bureaucratic agencies, each just as corrupt as DOD.  Meanwhile, our soldiers go without.

Raytheon Awarded $2B Missile Contract After Board Member Lloyd Austin Becomes Biden’s Defense Secretary

Ann Brown  |  Jul 06, 2021

Defense weapons manufacturer Raytheon Technologies Corp., for whom Defense Secretary Lloyd Austin served as a board member until earlier this year, has been awarded a contract worth as much as $2 billion to develop a new nuclear cruise missile.

The deal is the first major Biden administration move to replace the country’s aging nuclear arsenal, the Pentagon said in a statement.

The Air Force is expected to buy up to 1,000 long-range standoff weapons to replace the air-launched cruise missile first fielded in 1982, Bloomberg reported.

Some are questioning the timing of the contract. Austin, the first Black Pentagon chief, had been a Raytheon board member since April 2020 — one of the reasons there was initial pushback to his nomination in January.  .  .  .

Good article posted here:  https://www.gopbriefingroom.com/index.php?topic=586212.msg3337603#msg3337603

Excerpt:

The Replacement Math Does Not Add Up

Consider Tomahawk. At the legacy production rate of approximately 90 missiles per year, replacing an expenditure of 850 missiles, a plausible figure in any significant naval engagement, would require 9.5 years of uninterrupted production. Even at the ambitious new target of 1,000-plus per year, replacing that same stockpile takes nearly a full year. And each Tomahawk costs approximately $3.5 million, carries a 24-month lead time from order to delivery, and requires components sourced from dozens of specialized suppliers.

THAAD tells an even more sobering story. The system has received no new interceptor deliveries since July 2023. A backlog of approximately 100 interceptors is not expected to begin arriving until April 2027, nearly four years without new production reaching the force. Each THAAD interceptor costs between $12.7 million and $15.5 million, making it one of the most expensive conventional missiles in the inventory. At $15 million per round, a single THAAD battery's full load of 48 interceptors represents over $700 million in missiles alone.

The production-versus-consumption gap becomes even more stark when you look at historical expenditure rates. During the opening phase of Operation Iraqi Freedom in 2003, the U.S. and U.K. fired over 800 Tomahawks in the first month. That was against a regional adversary with limited air defenses and no capacity to threaten American production facilities. A conflict against a near-peer adversary would demand not just more missiles, but more categories of missiles, anti-ship, air defense, land attack, ballistic missile defense, all simultaneously.

Production Rates vs. Targets

Missile SystemCurrent Rate (per year)     Target Rate (per year)     Unit CostTime to Replace 1,000 Units at Target Rate
PrSM45–152550$1.8–3.5M~22 months
THAAD Interceptor     96400$12.7–15.5M~30 months
Tomahawk~901,000+~$3.5M~12 months
Patriot PAC-3 MSE6002000$3.7–4.7M~6 months
SM-6Undisclosed500+$4–5M (est.)     ~24 months
SM-3 Block IIALimitedTBD$24–28MN/A

The table reveals a pattern: even at quadrupled production rates, replacing a serious expenditure of any single system takes one to three years. Replacing expenditures across multiple systems simultaneously, the realistic scenario in a major conflict, would take longer still, because many of these missiles share subsystem suppliers, production facilities, and the same constrained pool of skilled labor.  .  .  .

https://militarymachine.com/pentagon-missile-production-surge-2026

To compare, Ukraine first developed its FP-5 Flamingo cruise missile one year ago.  They currently are producing over 50 missiles per month with a manufacturing target of 200 missiles per month by year's end.  Cost per missile?  Less than $600k.  Compare that to the cost that the US is paying.

Sure, US quality is much better and more accurate.  It works great when fighting a sterile war when you need to hit one house in a neighborhood.  But we need quantity over quality right now.

Ukraine did all this on its own.  No technological help from anyone.  Maybe we should be investing in their military industrial complex instead of making people like Lloyd Austin rich.

Weapons stockpile shortages impacting military strategy in the Mideast

The Pentagon is confronting a growing reality after months of fighting Iran: America's stockpile of missile defense interceptors.

It is shrinking so much, military planners are weighing whether they can continue the current cycle of limited retaliatory strikes.

Report: U.S. Short on Forces to Defend Israel From Iranian Missiles, General Warns
Haaretz, Aug 1, 2026

The top U.S. military chief in Europe warned the Pentagon earlier this week that Washington doesn't have enough naval forces to continue intercepting Iranian ballistic missile attacks on Israel, The Washington Post reported on Saturday, citing officials.

According to the report, U.S. European Command Chief Alexus Grynkewich notified Pentagon officials that without another U.S. Navy destroyer, the command will be forced to choose between defending the United States and defending Israel from Iranian attacks.

Neither Israel, the Pentagon, nor the U.S. European Command responded to The Post's request for comment.

The United States has deployed naval destroyers across the Middle East to aid in Israel's defense, reinforcing its presence after the October 7 attack. U.S. destroyers have participated in intercepting missiles fired by both Iranian forces and Houthi forces in Yemen.

The New York Times reported earlier this month that a major reason U.S. President Donald Trump decided to pause attacks on Iran was the potential for a significant depletion of U.S. air defense supplies in the Middle East.

According to the sources, Gen. Dan Caine, chairman of the Joint Chiefs of Staff, warned that while expanding strikes against Iran was operationally feasible, doing so could dangerously deplete the supply of interceptors available to U.S. Central Command.

According to a May report in The Post, the United States fired some 300 interceptors to help defend Israel against Iranian ballistic missiles during the war with Iran, compared to about 190 launched by Israel itself.

According to the report, which cited Pentagon assessments and U.S. sources, Washington fired more than 200 high-altitude THAAD interceptors in defense of Israel, roughly half of the Pentagon's total stockpile.

The report added that more than 100 additional interceptors were launched from U.S. Navy ships in the eastern Mediterranean. By comparison, Israel fired fewer than 100 Arrow interceptors and about 90 David's Sling missiles.

Pentagon estimates suggest that the United States bore the bulk of the burden of Israel's missile defense. "In total, the U.S. fired around 120 more interceptors and engaged twice as many Iranian missiles," a U.S. administration official was quoted as saying.

According to the Post, the U.S. military significantly depleted parts of its advanced interceptor stockpiles, using far more munitions to defend Israel during the war with Iran than Israel itself.

"Israel is not capable of fighting and winning wars on its own, but nobody actually knows this, because they never see the back end," said a U.S. official quoted in the report.

U.S. general warns Pentagon he lacks sufficient forces to protect Israel
A shortage of Navy destroyers, used to defend against Iranian ballistic missile attacks, will force the head of U.S. European Command to prioritize the U.S. homeland instead, officials said.
The Washington Post, Aug 1, 2026

The top U.S. general in Europe privately warned the Pentagon this week that he lacks sufficient naval forces to continue protecting Israel from incoming ballistic missiles, officials said, illustrating how the ongoing Iran war has imposed constraints on the military.

Gen. Alexus Grynkewich, the head of U.S. European Command, sent written notification to senior Pentagon officials saying that without another Navy destroyer he will be forced to choose defense of the United States “homeland” over that of Israel, said the officials, who like some others spoke on the condition of anonymity to discuss the correspondence.

The top U.S. general in Europe privately warned the Pentagon this week that he lacks sufficient naval forces to continue protecting Israel from incoming ballistic missiles, officials said, illustrating how the ongoing Iran war has imposed constraints on the military.

The general’s warning comes at a tenuous moment in the five-month conflict, as near-daily attacks have resumed following the collapse of peace talks between Washington and Tehran and the operation’s intensity has drained U.S. supplies of key defensive weapons.

The Navy has been particularly taxed, as the Trump administration has directed a blockade of Iranian ports in response to Tehran’s closure of the Strait of Hormuz.

Retired Gen. Jack Keane said Saturday the Trump administration has ample evidence that Iran is neither willing nor able to reach a meaningful agreement, arguing the regime has already failed to honor previous commitments.

Speaking on “Journal Editorial Report,” the Fox News senior strategic analyst pointed to the memorandum of understanding reached after the April ceasefire, saying negotiations have failed to reopen the Strait of Hormuz or produce progress on Iran’s nuclear program.

“The facts pretty much speak for themselves,” Keane said. “I think it’s obvious that the Iranians are not going to make a deal that would satisfy the administration.”

Keane added that even if Tehran were to sign another agreement, “they will not comply with it,” citing what he described as Iran’s failure to uphold the previous memorandum of understanding.

Listen, I agree that Austin was an incompetent DEI hack, but this major problem goes ways back before him, and all the previous SECDEFs are culpable too, beginning with Les Aspin, and including Rumsfeld.

He did, but that's irrelevant because militarily, he was a very good strategist and planner, and all of his warnings about Iraq came to pass.

Quote
"You are going to be the proud owner of 25 million people," he told the president. "You will own all their hopes, aspirations, and problems. You'll own it all." Privately, Powell and Deputy Secretary of State Richard Armitage called this the Pottery Barn rule: You break it, you own it.

U.S. Central Command (CENTCOM) has temporarily paused its operations for 48 hours.

This came after calls from the foreign ministers of Turkey, Qatar, and Pakistan regarding Iran’s readiness to hold a meeting in Geneva, Switzerland, to continue negotiations.
