DOJ charges 15 in 'shocking' $90 million Minnesota fraud schemes

The Department of Justice announced criminal charges against 15 defendants in Minnesota on Thursday, alleging schemes that targeted more than $90 million in taxpayer funds across state-managed Medicaid programs.

Colin McDonald, assistant attorney general for the DOJ’s National Fraud Enforcement Division, said the cases involve seven Minnesota-run Medicaid programs that prosecutors say were “systematically pilfered by fraudsters” who treated taxpayer-funded services as “their personal piggy bank.”

“Let me be clear upfront about something: This is not the end of our work in Minnesota," McDonald said. "This is the beginning of our work in Minnesota. The fraud here in Minnesota is shocking.”

McDonald pointed to Minnesota’s housing stabilization services program, which was designed to help homeless residents find and keep housing, as one of the starkest examples. The program was initially estimated in 2020 to cost about $2.5 million per year, but ballooned to more than $104 million by 2024, which McDonald attributed to fraud.

“One of the programs has been completely shut down because there’s no money left: It’s all gone,” McDonald said, adding that the program was shut down in 2025 and “these services no longer exist for these vulnerable homeless populations.”

Prosecutors also cited what they described as suspicious growth in other taxpayer-funded programs, including an autism program that McDonald said rose from $600,000 in costs six years ago to more than $400 million.

“That number is not driven by supply and demand,” he said. “It is not driven by healthcare or charity. It is fraud.”

McDonald said the DOJ has surged 11 strike force prosecutors from across the country into Minnesota to help pursue the cases, calling the alleged fraud a “crisis” and signaling that more enforcement action is expected.

A grand jury indicted 15 people Thursday for an alleged health care scheme that illustrates a “culture of fraud” in Minnesota, the FBI and the Justice Department announced.

“It is a crisis in Minnesota,” claimed Colin McDonald, assistant attorney general for fraud enforcement, in a DOJ press conference. “A culture of fraud has taken root.”

FBI Director Kash Patel posted to X that the FBI and the Justice Department’s investigation revealed the defendants allegedly fraudulently obtained over $90 million from taxpayers, thereby preventing those funds from going toward legitimate Medicaid recipients.

“These charges involve the two LARGEST Medicaid fraud cases ever charged in this district and first-of-their-kind charges involving 7 additional Medicaid programs,” according to Patel.

Among these programs, Patel cited examples such as the “Housing Stabilization Services, Child Care, Medicaid programs, Individualized Home Supports (IHS) and more.”

DOJ Announces Charges Against 15 Antifa Members Accused Of Attacking Federal Agents In Minneapolis

Federal prosecutors in Minnesota on Tuesday announced charges against 15 members and associates of Direct Action Minnesota (DAMN), a Minneapolis-based group with ties to Antifa networks. The charges stem from activities during the Trump administration’s Operation Metro Surge, a large-scale immigration enforcement effort that deployed thousands of federal agents to the Twin Cities area earlier this year.

“Today, a federal indictment was unsealed charging 15 defendants with conspiracy to impede or injure federal officers and other charges related to efforts of two Minneapolis based Antifa groups that violently opposed the enforcement of federal law in our state,” U.S. Attorney for the District of Minnesota Dan Rosen said during a press conference.

“The defendants are members and associates of Direct Action Minnesota. They are charged with conspiracy to impede or injure a federal officer, solicitation to commit a crime of violence, interstate threats, interstate stalking, assault on a federal officer, and destruction of government property,” he added.

The indictment details coordinated efforts by DAMN and affiliated groups, including the Black Cat Worker’s Collective and the Ray Rainbolt Memorial Shooting Club. These organizations trained members in surveillance, operational planning, rapid mobilization, and the use of shields against law enforcement.

Communications occurred primarily through encrypted Signal Messenger chats, with subgroups assigned specific roles, prosecutors said.

Key tactics included “hard” and “soft” blockades. Hard blockades involved vehicles, trailers, Czech hedgehogs (metal obstacles), and debris to obstruct roads near the Bishop Henry Whipple Federal Building. The sustained attacks caused significant disruptions and shutdowns at the facility on several occasions from late January through mid-March.
