Threatening recess appointments may keep the US Senate in session.  They don't want to p!$$ away all that free TV exposure that comes with confirmation hearings.

A:  Zero.

Thune will do what he always has...declare a Pro-forma Session where any Senator can gavel the Senate into session, then promptly gavel it out, preventing the President from making Recess Appointments.  Pretty slick....
