GOP eyes DHS deal funding ICE probes, but not removals, as shutdown drags
The plan would fund ICE investigations but leave enforcement and removal programs unfunded

This is cobbled together talking to senior Senate Republican sources.

Senate Republicans are developing a plan to fund most aspects of DHS — leaving out controversial programs like certain ICE operations — to end the five-and-a-half week partial government shutdown. This emerged after a meeting at the White House last night. There is a lot to sort out at the GOP Conference luncheon at the Capitol today.

However, Fox is told that the Senate could start to move forward on a plan to end the DHS shutdown "as early as tonight."

The new plan would fund ICE investigations — like cartels, traffickers and child predators. But they will leave unfunded programs for "enforcement and removal."

Ironically, this idea would mirror what Democrats have tried to do on multiple occasions. Democrats have asked unanimous consent on the floor to pass bills to fund DHS — sans ICE.

So, Republicans have come around to the position that this is the only way out of this cul-de-sac — even if it reflects the Democratic position.

Still, Republicans contend they are "calling the Democrats bluff."

"We’re going to have to move forward and give them what they want," said one Senate Republican source, referring to the Democrats.

What's the point of being a 'Nation of Laws' if the laws are irrelevent?

If laws are no longer relevant, why the hell do we need a Legislative Branch and a Judicial Branch?  One writes laws of no value and the other interprets or applies laws of no value.

That's a lot of wasteful taxpayer-funded nothingness.

The DHS deal under consideration would fund all of DHS except for ICE's deportation wing, known as ERO (Enforcement & Removal Operations). Those are the frontline ICE agents you see.

ICE has two major branches, ERO and HSI (Homeland Security Investigations). HSI typically focuses on human trafficking, sex trafficking, human smuggling etc. though the Trump administration has been using them for immigration enforcement as well.

It sounds like HSI would be funded under this deal, but ERO would not. (ERO is funded with OBBB money through 2029, but their civilian support staff are not.)

Democrats would not get the major reforms they had been demanding (unmasking, judicial warrants, etc) as part of this deal.

Senate Democrats rejected Republicans’ latest offer to reopen Homeland Security, despite the deal giving them much of what they asked for.

Senate Republicans crafted a framework to reopen the Department of Homeland Security (DHS) after meeting with President Donald Trump earlier in the week that would carve out immigration enforcement funding and include some reforms to immigration operations.

It mirrors a similar proposal that Democrats tried to advance on the Senate floor twice during the shutdown, which entered its 39th day on Wednesday. But Senate Minority Leader Chuck Schumer, D-N.Y., and Democrats aren’t satisfied with the latest offer, which is still being finalized.

"Negotiations are ongoing, and they've sent us an offer," Schumer said. "And we'll be sending them an offer back. And I can assure you it will contain significant reform in it."

But by Wednesday morning, Senate Democrats had yet to send an offer to Republicans.

After meeting with Trump and hoping that they had a workable deal, Republicans are now frustrated that Democrats are balking.

"We finally just said, ‘Stop. We'll just fund everything but [Enforcement and Removal Operations (ERO)],’" Sen. James Lankford, R-Okla., told Fox News Digital. "That's what you said you wanted at the beginning. Let's do that."

"That's what we're doing," he continued. "So no extra language, no extra playing with it. We're doing just the baseline. We don't like it. They don't like it. It opens everything up and gets everybody funded again."

Enough bullshit, goalpost moving and kabuki theater already. 

Democrats will not budge, because they are convinced - rightly or not - that their intransigence will not cost them seats in Congress. 

Shut down American airports, effective at midnight. All of them.

Have DHS declare a national emergency due to travel safety concerns, with insufficient resources to properly vet travelers and luggage in a time of war.

Close the airports, pending a renewal of adequate funding of the TSA by Congress.

Let's see how long the Democrats can wait that one out.

I don't know about the Secret Service, but the rest of the DHS should.  Closing all the major airports would be...interesting!

WASHINGTON — Airline passengers are experiencing some of the highest security wait times in the 25-year-history of the Transportation Security Administration — with some taking more than four-and-a-half hours to make it through checkpoints, a top official told Congress Wednesday.

TSA acting administrator Ha Nguyen McNeill testified to the House Homeland Security Committee that her beleaguered agency is “being forced to consolidate” and “may have to close smaller airports if we do not have enough officers.”

“It is a fluid, challenging and unpredictable situation. We understand this is frustrating and disruptive,” she added. “This is unacceptable.”
