If true, and not AI, then 47 self-imposed 'ceasefire' just made individuals that could have been targets, unreachable, with the underground fortresses now fully stocked. And made the war just that much more difficult, so any victory is just that much further out of reach.
The only way to get these people is for troops to go in and kill them. Air power, with all its bombs dropped, cannot get them dead.
If 47 and the Pentagon think otherwise, then they are all delusional, or have been reading their own press releases, believing them truth.
