Good move, though it will require overriding the Senate parliamentarian who will rule it out of order, as the content of the SAVE Act is not a budgetary matter.   Will the Senate GOP have the discipline to vote to overrule the parliamentarian?

Reconciliation would, however, work to fund the DHS.
