A San Bernardino County man who was hired as a political adviser to a Southern California official was working as a secret agent on behalf of the People’s Republic of China, the Justice Department announced Monday. After pleading guilty to one count of acting as an illegal agent in October 2025, he was sentenced to four years in federal prison.

From at least 2022 to 2024, the agent, 65-year-old Yaoning “Mike” Sun of Chino Hills, promoted PRC propaganda through a series of political maneuvers and close surveilling. According to a report Sun wrote to the PRC, his goal was to lead “delegations of U.S. dignitaries and cultural workers to China” and “persist in resisting any hostile forces that undermine the friendship of U.S.-China relations, and Chinese secessionist forces,” the Feb. 9 release says. 

“During the 2022 U.S. midterm elections, I orchestrated and organized my team to win the election for city council,” Sun wrote. The unnamed elected official — whom Sun called a “new political star” — is merely referred to as “Individual 1” in court documents and was used to distribute PRC propaganda through an online publication targeting the local Chinese American community. This official landed a seat in city council in November 2022, and a month later, they met with Sun and a group of people in Southern California “dedicated” to furthering PRC interests.

In a report to the PRC, Sun requested $80,000 to fund a pro-PRC demonstration during a Fourth of July parade in Washington, D.C., and closely watched Tsai Ing-wen, then-president of Taiwan during her trip to the U.S. During her visit in 2023, Sun took photos of protesters and sent “real-time updates” to a Los Angeles-based PRC consular official, the news release says.

Previously, Sun served in the People’s Liberation Army and worked with another co-conspirator, John Chen, who was a high-ranking member in the PRC’s intelligence department, the release says. “Per his own report, and other communications between Chen and PRC officials, [Sun] served as Chen’s right-hand man in the United States for decades,” the release says. In November 2024, Chen was sentenced to 20 months in federal prison after pleading guilty to acting as an illegal agent and attempting to bribe a public official.

An Arcadia City Council member is the fiancée of a man charged by federal prosecutors this week with acting as an illegal agent for the Chinese government by attempting to influence local politicians, according to court records and interviews.

The personal relationship between Eileen Wang, elected two years ago to the council of the San Gabriel Valley suburb, and Yaoning “Mike” Sun deepens questions around what Wang knew about an alleged plot to push pro-China policies, particularly regarding Taiwan.
