Part 1 — When Death Comes by Boat

The seas have turned into highways for death, and Washington is still treating them like a DMV traffic jam. There are no uniforms. No flags. Just fiberglass hulls skimming across the Caribbean and Pacific like predatory toys, loaded with the purest cocaine and fentanyl the world has ever produced. Every year, the U.S. Coast Guard and Customs and Border Protection intercept a tiny fraction of what cartels are sending our way. The DEA estimates that in 2024 alone, over 3,200 metric tons of cocaine moved through Latin America—enough to flood American streets a dozen times over—and maritime routes accounted for roughly 60% of all smuggling attempts.

These are not the clumsy drug mules of old. Semi-submersibles—so-called “narco-subs”—have become the weapon of choice. In 2023, the Coast Guard seized a 52-foot semi-submersible off the coast of Guatemala, carrying 7 tons of cocaine. Fully submersible vessels, some engineered with modular diesel engines and GPS navigation, allow traffickers to slip past detection like ghosts. And the drugs aren’t confined to cocaine. Fentanyl—50 times more potent than heroin—now rides these waves, killing Americans at record rates. The CDC reports that in 2024, over 125,000 overdose deaths were linked to synthetic opioids, many traced back to maritime shipments.

Inertia is the enemy. Our opponents are nimble, have thin organizational hierarchies where it counts, and likely hundreds of thousands of foot soldiers, from the street dealers on up.

They change direction like a toddler on a sugar buzz, and nothing large and ungainly can keep up.

The way to win, is to anticipate the endpoint and head them off at the pass.

Make the risk not worth the reward, not for the chiefs (where the risk is only the loss of revenue), but for the foot soldiers who can see the risk of dying as too high even for the rich reward for success.

The Narcotraficantes and narcoterrorists have not signed the Geneva Accords, nor have they declared war formally.
