As the federal shutdown grinds into a fourth week, millions of Americans are staring at a brutal deadline. Unless Congress reaches a deal, 42 million people who rely on food stamps could see their EBT cards go dry on Nov. 1 — leaving low-income families with empty cupboards and nowhere to turn.
The looming cutoff has triggered three hard realities. First, countless families facing real financial hardship may be left without help. Second, repeat abusers of the welfare system are already posting online vowing to “take what they want” from grocery stores and threaten violence if confronted. And third — a fact Democrats have tried to downplay — illegal immigrants have been tapping into benefits that were never designed for them, according to FAIR.
Federal law has been clear since the 1996 welfare reforms, and the USDA reiterated it again this year: “SNAP is not and has never been available to undocumented non-citizens.” The program was created as a last-resort safety net for American citizens and legal residents in genuine need — not for recent border crossers.
But enforcement gaps and mixed-status households have driven billions toward people outside that mission. USDA data shows that in fiscal year 2022, roughly 1.5 million non-citizens — many who would not qualify under strict eligibility rules — received $4.2 billion in benefits.
The problem has only accelerated under the Biden-Harris border surge. The Congressional Budget Office projects an additional $15 billion in SNAP spending by 2034, much of it tied to illegal immigrants and their U.S.-born children.
New figures reviewed by Newsweek tell the same story. An analysis by the Economic Policy Innovation Center found that approximately 1.764 million non-citizens received SNAP benefits in fiscal year 2023, costing taxpayers about $5.7 billion.
