Did those plants go up in less than 5 years, from concept to full production??

Last week I drove by what will be the largest chip plant in the world being built by Samsung in Taylor, Texas. At least 2 miles of construction and dozens of cranes.
Not a promise made on paper. That plant has been under way a long time, with great intention... That broke ground years ago... What, 2021? How long was it in design and development before that? You don't just crank out a blueprint and call up a contractor for something like that. That stuff is years in development.
