Massie is wrong. The president has total discretion in commanding the military. He can take action and after a certain period of time he is required to seek Congress; approval. If it required Congressional approval up front, he would be paralyzed for months
As it is, the judicial branch of government has paralyzed the executive branch to the point of not functioning. That is not how our system is set up. The stinking lawyers are mucking up everything they touch, which has been my work experience my whole life.
