Democratic National Committee (DNC) Vice Chair David Hogg is aiming to unseat certain incumbent Democratic members of Congress in the 2026 primary elections.

Leaders We Deserve, a political organization which Hogg, 25, co-founded in 2023, announced plans on Tuesday to spend $20 million in an effort to help elect younger Democratic leaders, including primary challengers to incumbent House Democrats, The New York Times first reported. While the group did not say which incumbents it plans to challenge, it told the Washington Post it will focus its efforts on targeting members in reliably blue districts and will not challenge Democrats facing tough reelection battles against GOP opponents.

“Everyone in our party says they want to start winning again, and they do—but that simply will not be possible with our current set of leaders, too many of which are asleep at the wheel, out-of-touch, and ineffective,” Hogg wrote Tuesday in a post to X.

Hogg rose to prominence for co-founding gun control advocacy group March for Our Lives with classmates after surviving the 2018 Marjory Stoneman Douglas High School shooting in Parkland, Florida. He was elected as the DNC’s vice chair in February and is notably the youngest person ever to serve in the role.

The Democratic National Committee is going to force David Hogg to decide: Get out of the primary game or lose his DNC post.

During a member call on Thursday, DNC Chair Ken Martin is expected to announce a proposal to change the party’s rules to mandate all DNC officers stay neutral in all Democratic primaries, according to a person directly familiar with the plan and granted anonymity to describe private discussions. The move comes after Hogg pledged last week to spend millions of dollars funding challenges to “asleep-at-the-wheel” Democrats in primaries, igniting a firestorm inside the DNC.

The proposal, if passed at the DNC’s August meeting, would effectively force Hogg to decide whether to step away from his DNC vice chair position or wall himself off from the group he co-founded, Leaders We Deserve, which has pledged to spend $20 million on challenging Democratic incumbents in safe blue seats.

It’s an escalation in the fight between Hogg and other DNC leaders and House Democrats, many of whom were enraged by Hogg’s announcement.  ...

It’s a safe bet that the Democratic National Committee is not so pleased with Vice Chair David Hogg promising to hurl “asleep-at-the-wheel Democrats” into Thunderdome come 2026. Mr. Hogg appeared on the Sunday Talk Show circuit, where he promised to declare war within his party against those he feels are essentially not with the program, whatever that is. It’s all kinds of crazy at the DNC, but for now, the leadership is trying to rein in this chaotic element by expanding the committee’s non-endorsement policy (via NOTUS):

    A week after Democratic National Committee Vice Chair David Hogg unveiled a controversial plan to support primary challenges to longtime party incumbents, anger at the activist-turned-Democratic leader is intensifying among party officials.

    These Democratic critics say their fury at Hogg has grown amid what they see as his ill-conceived and insufficient efforts to make amends for his planned primary campaign — a campaign that, they say, threatens the DNC’s neutrality and its capacity to fight back against President Donald Trump.

    Some Democrats have even said the DNC should consider changing its rules to force Hogg to either abandon the campaign or resign as vice chair.

    The tension is expected to spill over during a regularly scheduled Thursday call for DNC members — a meeting that, some Democratic officials suggest, might turn into a forum for airing grievances about Hogg’s anti-incumbent pledge.

    During that call, the DNC’s chair, Ken Martin, is also expected to unveil a multipoint agenda that would include a proposal mandating all DNC officers stay neutral in all primaries, according to a senior DNC official. The proposal would expand on the current neutrality pledge, which now only includes the presidential race.

    Privately, Democrats offer even more scathing assessments, saying Hogg either must back down from his effort or step down from the DNC.

    “We’ve got a lot of f**king problems right now,” said one senior Democratic official, granted anonymity to speak candidly. “And now an elected office of the DNC is creating new ones. And at the end of the day, DNC leadership should be building trust, not threatening or eroding it.”

    The official — who likened Hogg’s anti-incumbent campaign to a “middle finger” to everyone who helped rebuild trust in the DNC following the controversial 2016 Democratic presidential primary — said he expects party officials and DNC members eventually move to push Hogg out of his role as vice chair, though this person acknowledged they didn’t know of any concrete effort to do so.

    “I don’t think he’s yet realized how few supporters he has and how painful it’s going to be for him,” the official added.

Democratic National Committee Chair Ken Martin publicly chastised DNC co-chair David Hogg over his plans to spend millions of dollars on insurgent progressive candidates against incumbents in Democratic Party House primary races.

Hogg, 25, highlighted the massive fractures in the Democrat coalition when he threatened to unleash his campaign war chest on House Democrats in party strongholds in an effort to steer the party in a more leftward direction.

“We need people, regardless of their age, that are here to fight,” Hogg said in an interview with Politico. He also took shots at party leadership, which he accused of being trapped in a “culture of seniority politics” that undermines progressive political goals.

Martin initially offered a diplomatic response in the immediate aftermath of the interview, calling Hogg a “passionate advocate” and thanking him for his work. Martin is noticeably frustrated with Hogg behind the scenes, however, as evidenced by a recent call with DNC members.

“Let me be clear. No DNC officer should ever attempt to influence the outcome of a primary election on behalf of an incumbent or challenger,” Martin, who was elected to the position this past February, told DNC members. “If you want to challenge incumbents, you can do that. Just not as an officer of the DNC.”

Democratic National Committee (DNC) chair Ken Martin, aiming to quell a raging firestorm in the party, is making it crystal clear the DNC will stay neutral in intra-party primaries.

"No DNC officer should ever attempt to influence the outcome of a primary election, whether on behalf of an incumbent or a challenger," the recently elected national party chair said during a conference call with reporters on Thursday.

Martin's comments were directed at DNC vice chair David Hogg, who last week pledged to shell out $20 million through his outside political group, Leaders We Deserve, to primary-challenge some older Democrats in blue districts.

Hogg's effort is aimed at helping to elect younger Democrats and includes supporting primary challengers to House Democrats in safe seats who Hogg argues "are asleep at the wheel."

Democratic strategist James Carville and Democratic National Committee vice chair David Hogg sparred over the best strategy to help the party win elections in a heated debate on Wednesday.

Tensions between the two began weeks earlier when Hogg announced plans to spend $20 million through his political organization Leaders We Deserve to primary-challenge older Democrats in blue districts. Democrats were split on this strategy, with some anonymous committee members calling out Hogg for spending money on Democratic primaries over beating Republicans.
 
Carville attacked Hogg's plan as the "most insane thing" he'd ever heard and questioned whether he was breaching his "fiduciary duty" as a party head.

"Does he really think the problem that we‘re facing in the United States today is because we got 65-year-old Democrats in office? Why don’t you take on a Republican? That‘s your job," Carville asserted on CNN.
 

He also referred to Hogg as a "contemptible little twerp" in a comment on NewsNation, which Hogg responded to on CNN shortly afterward.

I'm rooting for Hogg, because he will create the reaction that will make people run the other way.
