Almost.

These are actual SDRs that are connected to the Internet. You can dial it in like a Web server, and you enter the frequency as a query to that server, it dials in the frequency on the SDR, and then it transmits the audio signal to your speakers.

For example, this one:
http://sdr.kf5jmd.com:8901/

There are databases of these SDRs but they're actual radios. It's generally the way I choose to listen to radio over the Internet because it's not direct streaming and it's not subject to the same legal copyright rules.
