There are two views of the American Federal Government.
One sees the happy and benevolent entity from whom all good things come. Those who hold that view, hold government jobs, contracts, or receive some other form of Federal largess, and as such view their benefactor with awe and warmth.
The other, rather than viewing it that way, sees a wasteful ravening insatiable creature of great appetite, come to eat out their substance and regulate them to death over arbitrary and capricious minutiae cooked up by people who have little or no understanding of the issues they face.
One group is celebrating the reorganization going on, the other is wailing and gnashing their teeth.
Simple as that.
