Why would we need a vaccine for bubonic plague?

I'm an old Cold Warrior, and back in the day we worried about the Soviets weaponizing anthrax, Rocky Mountain spotted fever, and plague.  Not the bubonic version, the pneumonic version.  A plague vaccine seems like a nice thing to have on the shelf if one is worried about Russia trying an attack on Europe or the US that has plausible deniability.  They are already doing things like using oil tankers outfitted as spy ships to cut undersea power cables between NATO countries.  A plague outbreak somewhere in Europe would probably suit them just fine.
