Once Trump takes office this is going to be an uphill battle with lawyers, the ACLU, LaRaza, and other liberals special interests groups. The point of contention that I see though, is that ILLEGALS are not American citizens and therefore have no rights under the U.S. Constitution.
Unfortunately mixed into this mess are groups like MS-13 and Tren de Aragua who already have a foothold and things could get violent, especially if governors refuse to cooperate.
Perhaps even birthright citizenship will eventually come into play and SCOTUS will be asked to rule on interpretation.
