Is this for real?  He does know that it takes an act of Congress to  create new cabinet-level departments, right?  And isn't he supposed to be cutting government instead of creating new bureaucracies?

It's not going to work out that way.  Only Congress can disestablish agencies and departments.  He's just creating more bureaucracy.

We'll see what happens considering that he'll have a majority in Congress. He has mentioned that he wants to get rid of the Dept. of Education. There's a whole lot of agencies that need to be flushed down the toilet that would save us taxpayers some $$.

This is a focused and completely necessary way to go after the problem at hand, just like naming Homan a border czar to attack that problem.

Cabinet level may be too much I agree but this might not materialize the way you visualize.  In any case,  Musk and Vivek will be excellent herer, but I do hope that Ron Paul has a consulting role in this effort as he has practiced for decades to identifying government waste.

If Musk can get $2 trillion in cuts, then this is a wildly successful addition to the bureaucracy
