Homeowners associations are designed to keep their communities in shipshape condition, but what happens when huge fines make the residents feel like they’re sinking?

That could be happening to the residents of the Millenium Tower in San Francisco, who are navigating fines of up to $10,000 per violation.
 
The tower previously made headlines for its engineering problems and subsequent structural issues like leaning and sinking back in 2020.
 
The tower’s windows are also less than sturdy. In one incident, a window came loose from the 49th floor, slamming against the building and sending debris into neighboring buildings. Although nobody was injured, local authorities ordered the tower owners to install stronger support arms for the windows. Four years later, the work is finally being done.

Lunatic abusive HOA storied are abundant and far from unique to California or SF, but is requiring residents to mitigate a genuine and well-known safety issue and fining those who refuse (not the words "up to" in the article) actually abusive? Fixing the windows might cost a few hundred $$ (or maybe a couple thousand) apiece, but what would a wrongful death lawsuit cost?

Building a skyscraper on land fill, and not driving the pilings all the way to bedrock, is a very, very, very bad idea.

Long long ago I cross-compared very early SF and current SF maps, and it might actually be partly on landfill and partly on the old shoreline, even worse, stability-wise. The developer was moronic, probably plus or minus more than a bit of political cronyism in getting the project approved.
