I will say, in my opinion that is really the train company’s responsibility to secure their cargo while in transit.

Are they looking for something specific?

Sometimes, gangs or cartels have inside information that something of high value - drugs, guns, etc. - are on specific trains or in specific containers.

A rail siding in Chicago is a dangerous place to break into rail cars to see what was on board.  More likely, since they had getaway cars waiting, they had inside information from someone who works for the railroad.
