IMHO, it is not the cost of the munition...it is the damage they can do.

ruzzia's ISR drones are a high priority target. If a stinger missile is the only way to shoot it down, fire the stinger.

When an armed orcish drone is over your head, you want it downed, by whatever means. But in the perspective of a months-long campaign or a multi-year war, taking out orcish drones with cheaper drones or much cheaper cannon shells is economically preferable and much more sustainable.

None of the Shahed drones hit their intended target.

However, there could be collateral damage if the shoot down occurred over urban areas.

Also, the drones downed by Electronic Warfare (EW) might explode on impact, causing collateral damage.

This reminds me of the Piper Alpha disaster back in the '70's.  Even though there are tanks that have not been hit, their contents are emptying into tanks that have been hit.  All the oil is going to burn.  And the Russians will regret not using fail-close SDVs in conjunction with an independent safety control system.
