As it turns out, they aren't close to being finished. But it doesn't take this long for a large state to process 80,000 provisional ballots. The state gave them a week to pull the spoiled ballots, place them into a stack, and discard them if the voters had not contacted the county by noon on Tuesday the 12th. The counties have plenty of employees on hand to deal with this and submit the returns by 5pm. They have one more day to tack on overseas ballots arriving Tuesday. That's all we should be missing.
