$20bn is an outright LIE.
In 2013 - eleven years ago - the cost was conservatively estimated at $67bn.

But when factoring in long-term financing costs, the price tag actually ranges from $51 billion to $67 billion, according to new figures that emerged last month.

This from a place where I hear it is illegal to catch rain from the sky, or build weirs or ponds to retain water... but of course the State can take all it wants.

A $20 Billion cistern? That money would be better spent on desalinization plants. It doesn't rain during droughts.
