The link is to a page with a video, not an article. The A-10 was designed, among other slightly unusual things, to be able to land on highways. This was considered a possibility - A-10s landing on German autobahns - in the 1970s when the A-10 was designed and came into service. The landing gear tires that protrude beneath the plane are also a design feature, the plane being able to land on those wheels even if the landing gear don't extend.
